It is said that the technologies of information and communication technologies (ICTs) are the foundation that drives the development of societies. Our way of life evolves at a pace that ICTs make to societies with their quick and relatively easy to apply, in addition to high permeability in any social field, but how far you can reach with its implementation?One of the objectives of technological development, supported by strong and effective application of ICT, particularly Internet-based communities is to fully electronic environments, where different activities: governmental, economic, financial, cultural, political, educational, recreational , etc., allow the growth of society. That would lead to an electronic community, or rather, a digital city.Digital City is a local community decides to use ICT extensively in the city's own processes to transform the daily lives of its actors, to promote comprehensive sustainability in economic, political, social and environmental sustainability and improve the quality of life of its inhabitants.(See: http://www.e-mexico.gob.mx/wb2/eMex/eMex_Diagnostico_de_ciudades_digitales).In a digital city, terms like e-government, e-commerce or electronic banking are natural, and citizens are "e-services" safe, useful, effective, efficient and convenient, so that society itself would require the generation of more electronic services, thereby creating a virtuous circle.The digital city already exists in the world and many cities work in its creation, as some Spanish communities which from 2003 started a development program where the government has allocated more than 50 million euros for promotion (1).Organizations such as the Iberoamerican Network of Digital Cities, founded in 2001, working with the aim of "promoting the development of Information Society in Latin America through cooperation between cities in an integrated approach ..." (2).Despite all the examples, there is a recipe that allows the creation of a digital city, its implementation requires a considerable amount of economic resources and working together in various sectors of society such as government, private companies, institutions and social organizations, among others. All must display both common and private interests at the same time, working for the same purpose: to cover care services for citizens.A critical aspect is the attention of the digital divide, which exposes the marked differences between sectors of the population to access the Internet and ICT due to, among other things, economic and cultural issues with the broad view of all its implications As a result, there are programs that have the specific task of bridging this gap. In our country, the e-Mexico program aims to develop a new Information Society throughout the country to permit the use of new digital technologies, access to knowledge, teaching and learning among all communities. (3)Another challenge to overcome in the implementation of digital cities is the fact that it is not enough the vast array of information flows through the Internet and ICT is crucial to know what to do and how to do with that information. Knowledge and continuous innovation become key players in the digital community to make way for knowledge societies.Digital Cities in MexicoThe creation of digital cities in Mexico began in June 2007 in Guadalajara, Jalisco, by obtaining first place for best practices in the IV Ibero-American Digital Cities Award.This distinction was achieved by a partnership between the government of the City of Guadalajara and the University of Guadalajara, by creating an interactive website where the city government offers its citizens the management of services through the Internet.The government of the city of Monterrey, Nuevo Leon, also displays free mobile Internet services in open and public, as the Macro Plaza and its historic center, while carrying out various procedures and options for various services.Similarly, the government of Mexico City (GDF) in the electronic portals of their political delegations and the same GDF offers options for obtaining information about the procedure and the performance of many network transactions. Similarly, some federal agencies, such as the SAT, actively promote the use of the Internet to manage payments and services.Worldwide, governments, including our country are increasingly investing in economic resources and encourage the use and development of technology for citizens to establish a new way to interact with them through e-government schemes, key piecesin a digital city project. The challenge to overcome is to improve the quality of digital services that society demands resulting in more efficient, effective and safe, such as private banking services and trade.Elements of a digital cityThere are many elements of a digital city project, but generally refer to it is to talk about:• A thorough knowledge and careful consideration of the needs of its citizens and the daily operation of the same city.• An effective integration of the participating groups that promote the development of services.• Services that provide citizens reliability, usability and security, and benefit the majority of society.• Ongoing training and education for the use of ICT and its applications.• A constant and effective deployment of ICT to promote the reduction of digital divide.• The constant generation of innovative technology projects, sustainable and profitable that contribute to economic, social, cultural, political, among other issues.Undoubtedly, cities and communities tend to be digitized, thanks to the rapid evolution of ICTs and their deployment finds. The development of a community is no longer possible without the presence of technology, however, is not enough to be there, we must recognize its usefulness and applied with sufficient momentum to the growth of our e-society, e-economy, e-culture, e-education, e-health, e-etc.
